Has placed Cambridge's written comments before 'the commission'; feels sure that they will act on his comments with regard to the proposed antedating of major-generals' commissions; 'With respect to the Guards it seems [not?] likely that any essential difference between their organization and that of the infantry will ultimately exist'.
