Scope and Contents A photocopy of a report in Maori by Parakaia Te Pouepa of a meeting of chiefs from Manawatu (Palmerston North), Waikanae, Otaki, Ngati Toa of Porirua, Waikato and Te Arawa (Roturua area) at Otaki on 17 September 1861. The meeting discussed the setting up of a Maori King in the Waikato Area. Most of the chiefs were opposed to this idea, and accepted Queen Victoria's representative, Colonel Thomas Gore Browne, as the chief of the country.
